Wrongo.....

OpenBSD sells CDs.  The source code for Open is open, the layout of the CDrom 
is trademarked by Theo de Raadt (it's how he finances the project).

I have NetBSD cdroms as well (they were giving them away at USENIX) but I'm 
not sure where you can purchase them.
