[SunRescue] PROM is stupid, why?

So why is the boot OS on my SS2 here quite so stupid?  :-)  I fired it up,
went into the new command mode, and told it 'test /memory', and it tested
0MB of memory.  Once I set the diag-switch? to true, and ran test /memory,
it does what one would expect.  Anybody know the logic behind this?
