It's the same old story, the military throws helicopters in the ocean, the
Gov't burns excess grain, K-Mart destroys scratch and dent returns,  A lot
of universities sledgehammer discarded equip, there is an underlying fear
that someone else might get a benefit from something you don't consider
useful anymore.
