Do you have any idea why the chip let out its magic smoke?  As a general
rule a  normal chip in a socket (not a processor type thing) won't burn
out on its own, and there is a good chance that a replacement would also
poof.  I'd look for a cause before plugging a good chip in there, if you
can find the pinouts for the chip, at least check power supply voltages at
the socket.
