It adds up to the fact that Apple, the largest manufacturer of PowerPC
based systems at the time, dragged their feet on the promise of releasing
a cheap CHRP/PReP system.

They were the only ones at the time who had a chance to saturate the
market with open systems that could run all of these operating systems,
and they didn't.  IBM and Motorola couldn't carry the torch alone.  Such
is history. 

Someone should ask IBM to release a PReP AS/400.  Ok, I'm joking, but not
as much as you might think.
