This is a question that's come up many times on the Bacula mailing list.
Bacula used to have support for backing up to writeable optical drives,
but it was abandoned and eventually removed because it just didn't work
well. The historical recommendation for Bacula ended up settling on "If
you *must* use optical media for your backups, back up to disk and then
separately burn the disk volume files to your optical drive using cdrecord."
