As I read the first quote, that's the wrong way around: that allows a
cordless (non-cell) phone to call out on a house POTS line, whereas the
original desire is to allow (presumably POTS) house phones to use a
cell phone's cell service to carry calls - basically, like setting up a
smartphone as a wifi hotspot to carry data over cellular, except for
voice-over-POTS rather than data-over-wifi.

(I can't help with the initial question; I don't know of any short name
for such a device.  Indeed, I wasn't aware that cellphones were made
with that capbility.)
