When I was looking for a rackmount server for personal use earlier this
year, I ended up buying a new/refurb Dell R210.
The only "dirt cheap" options with hardware virtualization were Netburst
systems, which completely blew the power/thermal envelope for my colo.
By the same token, if "quiet" is important, P4 Xeons are probably not a
great choice for you, either.
Dell Outlet's refurb units turned out to be less expensive than any of
my used or bare-bone/white-box options. It was about $100 cheaper to
get a manufactured and tested server (with warranty!) than for me to put
it together myself.
