Actually it's because of multiculturism, the blind allowance of people
from outside of the culture to follow their culture, even when it clashes
with the predominant culture.

For example, religeous courts or practices that voilate local civil law,
such as it's okay for a religeous court to allow an annulment or divorce
if the wife was not a virgin, and require her and her family to agree to 
a civil divorce, it's another to allow her husband's family to burn her
alive.

Another example would be polygamy, despite how cute a sitcom it makes. :-)
