" Clearly the growth in the filesystem is not spread evenly amongst all

there's an ms procedure for moving 'docs and settings' to another
drive/partition. it's a little involved but in the end all user files
including desktops reside on the new fs. there's also a way to cue
this config at install time, mentioned in the procedure.
you can't just move the files/folders and mount [though you could do
it with arbitrary subfolders]; there are registry path settings that
also have to change.
relocating docs and settings gives you the ability to easily recover
your user files if/when c: goes tango uniform even if you don't have a
backup.
dunno if the same can be done to prog files.
