i believe it dates from ancient celtic [gallic/gaelic] law, same as
the welsh inheritance ['any son of the blood' - maybe even 'any
-child- of the blood'; women had rights in ireland], and reflects a
culture which was more communally oriented and hoarding of resources
which all could benefit from and others may need was viewed as
antisocial.  that's not to say it isn't obsolete in modern times.

btw water was a big deal to the celts - the danube is named for major
goddess danu.
