I think you could probably do it for $400.

It looks to me like you can grab media converters off ebay for about
$100.

Alternatively, you could look for cheap switches with gbic ports.  My 8
port (6 ports copper, 2 ports GBIC) was $70.

Then, you just need to figure out where to get an appropriate cable for
under $200.  CablesToGo has SC/SC plenum rated 30M 62.5/125 multimode
cable for $104.99.  LC/LC is $129.99.
