we only recently stopped paying the touch tone surcharge too, even
though electronic switches don't need additional gear to support tt.

old bureaucracies almost never go away too.  once they get entrenched,
protecting their jobs becomes job #1.  didn't spend their entire
budget this year?  use it or lose next year's allocation...
