While there isn't $HOME there is %USERPROFILE% (the equivalent) and the
similar %HOMEPATH% environment variables.  (Just type set from the command
prompt in Windows to get a dump of all the environment variables.)

Depending on the Windows OS removable devices *do* get the filesystem
label, though that is a cosmetic thing.  Under the hood there is a GUID
though, and there are programming APIs to access devices that way:

I wouldn't exactly call it elegant.
