Possibly.

The "solution" certainly isn't going to stop them more than momentarily.

It's like taking guns and ammo from citizens: the criminals will just  
make their own.

Force "secure" wi-fi, and the terrorists will just start using secure  
wi-fi tool, which is even worse.
