You might be better off finding a style of pants that fit everywhere
but the length and taking them to a local tailor/seamstress to make
custom length versions.  If you get a half-dozen or more made at the
same time, you can probably get the price down to something comparable
with retail.  It's very straightforward to make a pattern from
clothing if the article can be easily disassembled (e.g. pants,
shirts, etc.).  Lined jackets and similar are more difficult to make
patterns from because they are not easily taken apart.
