Many years ago when the Internet was just getting popular (1997ish)
there was a story about USWest and how they were monitoring but not
blocking URLs.
To show this, they started publishing at the end of each month the top
ten URLs and the amount of traffic it consumed, in order to try to
persuade people to not use these sites.
At the end of the second month, the traffic to the 1st month's Top Ten
URLs was through the roof, as ... everyone in the office checked out
what was the most popular content office-wide .
Not exactly equivalent, but I am just pointing out that you need to be
careful in how you try to discourage people.
