No idea what that www-pdfcreator.com site is, looks sketchy.  Obviously
the sourceforge project is open source, and I've used it, has a pretty
broad range of options (and you can actually output print jobs in about a
dozen more formats, not just PDF), and can also be set up in server mode,
can run scripts or shell commands to post-process things, etc.  Seems very
flexible.  Don't remember anything related to being able to make PDF
forms, but I don't care about that and have never had a need (and frankly
kind of hate PDF forms anyway).

There's other free PDF creation software for Windows as well, PrimoPDF:

I don't recall them having as many options.
