This is what I sugest. The big electrolytic filter capacitor can't
filter high frequencys. If there is any RF around the regulator it gets
in trouble. _Always_ connect a 100n ceramic capacitor from the input pin
to GND and from the output pin to GND. The capacitors must be close to
the regulator. (Or wire inductance will nullify the effect of the
capacitor.) These capacitors are as essential as the 100n capacitors
that you can find at the side of every TTL chip. Most likely your
regulators don't work because they are oscilating...
