This is not the device not working with more than 16 megs of RAM; it is
the driver not knowing how to drive the device in the presence of more
than 16 megs of RAM - it's the device not working with more than 16
megs of RAM *and a driver designed for <=16M*.

This is a solved problem.  Search the NetBSD lists for "bounce buffer".

The real problem is that whoever provided the driver no longer exists
or is unwilling to fix it to work with >16M.
