Not totally true.
I believe Canada used to use your system, and they have moved to an ATC
system based on Microsoft Windows.
No, I'm not kidding.
They had a special on Discovery Channel about it, and you would even
see the Windows UI elements on some of the screens.
That's pretty scary.
