[geeks] Web-based "FTP" solutions?

I need a way to run a web-based "FTP" service so that users can log in
with a web browser and upload/download files.  

I need to be able to lock it down so that users can only see *their*
files, and have an upload limit.

Suggestions?  WebDAV is *not* an option, this needs to work
out-of-the-box without any special configuration on the user end.
