Actually, I think they are hired so that the current brass knows that if they
are nice to a particular vendor, when they retire, there will be a good
job waiting for them.

Ex-military usually get far better benefits than regular new hires. For 
example accelerated pensions, top medical, top vacation, as if they had
been working for the company for 30 years, instead of in the military.
