They have them in the Denver metro area now.  They only come on during
rush hour when traffic is USUALLY not moving full speed on the interstate
which is good because they aren't far enough back in the merge lane
for most people to get up to full speed.  They do seem to have some sort
of psychological effect on people because the green light is so amazingly
short (a fraction of a second) that everyone seems to punch it and get
up to a decent speed.  I've never seen a ramp turd beyond one of these
lights.  (yet)  I was pretty amazed the first time I saw one, but it
does actually seem to kick people in the ass and keep them from cluttering
the onramps.
