Maybe the UK doesn't shorten yellow lights to increase ticket revenue so
that the local municipality doesn't go broke ponying up "guaranteed
minimum revenue" clauses in stupidly ill-conceived contracts drawn up by
greedy vendors whose sole interest is profit, and signed by greedy local
politicians who skip the fine print because they've been promised a
share in the take.
