"Cisco 2600" is too generic.

A Cisco 2650/2651 has a faster CPU than a 2620/2621, which has a faster
CPU than a 2610/2611, etc.

A 2610 maxes out at 7-8mbit, so 10mbit for a 2621 sounds about right.

BTW, you should be able to get a tad bit more if you turn on fast
switching, if you haven't already (it's on by default as of 12.3 IIRC).
