Aha!  Found the problem.  There is a directive in the snmpd.conf file to
override the detected interface speed if incorrect ...  but the syntax
of that directive in the man page is wrong, so the DIRECTIVE was wrong,
but ucd-snmpd was silently ignoring it (bastard) instead of reporting
the error.
