everybody lost interest after looking into the process.

everybody will lose interest again.
(it takes years to create, propose, pass an ammendment.)

now, if beer was involved like the one that nullified prohibition, it
would take two weeks!

Moreover, there are already two moves afoot to do so.

I believe both have something in them about minimum amounts of time as
naturalized citizens.
