How can Congress not be allowed to see it before they vote?
First of all, they acted illegally, immorally, and unethically if they
voted on something they never saw.
Second, by what precedent were they presented with a vote like this?
I've heard this repeated several times, but haven't been able to
confirm it. I'm not sure I believe it.
