There is another interesting take on this in _Blind Waves_ by Steve
Gould.  It takes the floating nation concept a bit further--after the
polar caps melt and the coastline is dramatically encroached by the
oceans.

There was a group a few years back talking about building an off-shore
community/nation using oil platform tech <http://www.oceania.org/>.
They are using this sort of tech to expand sea-side airports.
