Restrictor plates are only used on the superspeedways like Daytona,
Michigan, and others.  Rules allow unrestricted intake on the shorter
tracks.

What they're doing is keeping the speed of the cars down for safety
reasons, and also trying to even out the field so that victory is more
dependent upon strategy and skill.  However, superspeedway racing is so
damn boring that it hardly matters.  Chances are that the person leading
the race 20 laps in is going to win it unless the team royally screws up
in the pits or his engine goes south.
