Actually most states that have 'must issue' laws also require some 
amount of training. In Tennessee the state required training also 
includes mandatory time on a shooting range, something some other 
states don't require. Another thing I really liked about the TN 
training (and was quite shocked that it was there) was the part where 
they tell you what to do after shooting somebody!

The biggest point I wish I could get across to the 'anti' crowd (at 
least the 'crowd' of listmembers) is that anyone that's going to go 
thru the steps to carry a handgun legally are NOT the type of people 
you need to worry about! (I don't think many listmembers qualify as 
madmen!)
