Yep.  All the docs rec'd for the ships were on paper at that time--
no electronic encoding.

SGML is a direct result of the US government realizing that it is
the largest publisher in the world, and therefore could, like an
800lb gorillas, demand that information be delivered to it in
whatever format it wanted.

If you remove all the paper documentation from a US battleship,
the ship's waterline is lowered by 10-12 ft.  If you put paper
copies of all the documentation necessary to run and service a
747 into the plane, it can't take off.

There is a reason why electronic tech pubs has received tons of
attention in the last 1.5 decades, and still is.  Less paper
equals more room for other stuff or less room needed).  This is
true of every government agency and every manufacturer developing
complex systems, not just the military.
