I think the point is it is hypothetical.  Fill out a more complex W4, and
they set aside part of the paycheck for taxes.  At the end of the year
nothing is filed because the set aside amount was exactly what should have
been contributed.
No taxes owed... no refunds owed... no April 15th panic...done.
