It's an issue of the decay rate...if you were to plot the luminous
intensity of both an incandescent bulb and a fluorescent bulb over
time, and compare the two, the incandescent bulb's output is a lot
"smoother"...the fluorescent bulb's output has sharper peaks and
deeper valleys, making it more readily visible.
