Reasonable? yes.
So you expect politicians to do it? Bwahahaha, how touchingly naive!
On a slightly more serious note, that wouldn't stop spam, cos to be effective
laws must be enforcable. There's too many of 'em for the courts to cope
with, so most would get away with just a slapped wrist.
Oh, and some nations have this broken idea that free speech applies to
corporations.
