Some measurements are impossible on a DMM, such as a voltage that is
wandering (unsteady). Sometimes the lag of a needle swing helps smooth out a
quickly wobbling voltage too.
~ Of course most DMMs have very high input impedance, so if precision
~ matters a DMM will affect thge circuit under test less, and
4 words. Vacuum Tube Volt Meter. Indispensable for high impedance needs, and
often higher impedance than "affordable" DMM's.

~ meter.
There are some sneaky ways to do this (shunts/bridges/whatnots). The idea is
to keep most of the voltage out of the meter and use a very sensitive scale.
Its been way too long, so I forget the specifics, but it can be done.
