It isn't a stimulant in the neurological sense, unlike - say - caffeine.
But it being pure concentrated metabolisable energy can certainly make
it seem like it is.

I'm not a fan of sugary foods myself, but whenever I go out walkies in
the mountains, I make sure I have some pure sugary goodness in my rucksack.
Consuming a few ounces of sugar has saved my life in the past.  Great way
to stave off exhaustion and hypothermia :-)
