They probably want to put an end to VPNs, since they most likely have a
managed VPN service offering.  SSH, while not exclusively used for VPNs,
can be.  It's also how most sysadmins access all their systems at the
office from home...

There's also that protocol-1 vulnerability, but I doubt they even know
about that...
