I think I've found it.  Or, at least, it will be when it's finished:

Right now it has no cookies, no JavaScript, no frames, and no FTP support,
but none of those are necessary for "real work" (that is, browsing
documentation).  In fact, the absence of the first three way be considered
a feature, when placed along side browsers that never fully turn them off
(Mozilla and Netscape, for example).  It also doesn't render as nicely as
Mozilla or IE, but it does a fine job.

Big win #1:  It -hauls- -ass-.  This is, hands-down, the fastest
browser[2] I've used on any platform.  Dillo on the Octane is faster than
IE on the 1.1GHz Athlon that I'm not using these days.

Big win #2:  It compiled under IRIX without any tweaking. :)
