I dunno about that...

Depending on Raegen's exact requirements, maybe even something like
GNATS (with one of the many web front-ends) or Bugzilla, or something
similar, will fulfill them....

There's not a lot of difference between problem tracking and ticketing
systems and a "log/diary/thingie".
