You'd also be hard-pressed to have it be effective.  They don't stop
someone *immediately* and it is very obvious to the people hit by them
what has happened.  If I was the terrorist and you shot me with a tranq
dart, I'd start shooting and blowing things up, and damn the consequences
cos I would *know* that I had no hope of a fair hearing if I let them
take me.
