It's all relative.  At my last (shithole) job we started out with 3
people to admin 250 or so Windows machines (primarily win95 on POS
hardware), plus 15 NT/Netware servers, and a Nortel Meridian 1 phone
switch.  But that -was- understaffed.  Just going around helping people
figure out how to "print labels" from word for all those people was a
full time job for 1.  I managed to get a couple of Linux server in there
by the time I left (they were too cheap for anything else), and they got
touched once a week so that I could review the logs.  The NT machines
had to get touched every single day, or they got cranky and crashed.
