Yep, that's what I've done.  I was already one of their tech reviewers,
having been recommended to them by word-of-mouth and I've done tech
review on several of their books now so I guess they know I'm not just
another clueless wannabe, so I contacted the publisher and told them about
my idea for a book.  They tell me that it's the sort of thing they may
want to publish and have asked me for a more detailed proposal.  Must get
that to them this week, along with a first stab at an outline.
