I'd say that security, documentation, and system monitoring all need to be
higher. And dont forget training

What do you think for the following priorities I have put together? My
intention is to apply this priority scheme when assigning projects to
the administrators. Kind of like the "General Orders" for Marine
Sentries.
Administrator Priorities
1) Correct problems as they occur.
2) Create, verify and document backups.
3) Establish support and remote access.
4) Establish system monitoring.
5) Implement change management.
6) Document operation.
7) Prepare disaster recovery plan.
8) Audit security.
9) Plan for enhancements, business growth, new requirements.
10) Assess operation and recommend improvements if needed.
