Turns out it was the 13w3 -> 13w3-to-HD15 -> HD15-to-Mac chain it didnt
like.  I switched it so the Mac was like this:

Mac -> Mac to HD15 -> HD15 to monitor

and the PC was like this:

PC -> HD15 to 13w3 -> 13w3 cable hardwired to monitor

and both work fine now... altho I need more VRAM, to do thousands of
colors @ 1280x1024..
